About the role
Job Description
- Act as Company HSE representative providing client HSE assurance over the SPS fabrication, assembly and testing scope at Contractor (Baker Hughes) sites: Nailsea (UK) – project office, subsea controls (SCM/SCMMB) and modules; Montrose (UK) – Christmas trees, tubing hangers, well systems and associated tooling; Batam (Indonesia) – wellhead housings and casing hangers (welding, cladding and machining); Singapore – connectors, wellhead system assembly and stack-up testing.
- Extend HSE assurance, based on risk, through visits to key SPS sub-supplier facilities in the UK and other regions as necessary. Potential visits to the Contractor onshore base (SRT, preservation, PLOT and load-out) as required, in coordination with the SPS CSR in Baku.
- Verify implementation of Contract HSE requirements (Exhibit A and Exhibit L of the SPS contract), Company HSE rules, and Stop Work Authority at each Contractor site and sub-supplier facility
- Plan and perform HSE assurance visits, inspections, audits and joint HSE management tours at each WORKSHOP. Verify that the Contractor carries out its own regular HSE audits and emergency drills, and follow up findings through to close-out
- Conduct pre-fabrication HSE surveys and HSE Readiness Reviews prior to start of fabrication, testing and other key activities
- Review and comment on/approve Contractor’s yard-specific HSE deliverables (HSE plans, bridging documents, risk assessments, method statements, lifting plans, emergency response plans)
- Assure HSE controls for high-risk fabrication and testing activities: lifting and handling of heavy SPS equipment, pressure/hydrostatic and gas testing (including stored-energy isolation and verification), FAT/EFAT/SIT, stack-up and fit tests, SRT and PLOT, welding, cladding and hot work, NDT/radiography, work at height, confined space, energy isolation, chemical and hydraulic fluid handling, load-out and transportation
- Participate in HSE risk management (HAZID, task risk assessments, JSA) for fabrication and testing operations
- Monitor the effectiveness of Contractor’s HSE Management System, including permit-to-work and simultaneous operations at the yards
- Verify compliance with local HSE legislation (UK, Indonesia, Singapore, Azerbaijan and other sub-supplier countries as applicable) and with environmental and societal requirements (waste, chemicals, emissions, labour and welfare conditions)
Qualifications
- Proven HSE experience in the Oil & Gas industry on large-scale projects, ideally in subsea equipment fabrication and testing,
- Expertise in client HSE assurance, inspections and audits of contractor fabrication yards (ISO 45001/14001 auditor qualification is an advantage),
- Recognised HSE qualification (e.g. NEBOSH Diploma or equivalent) and good knowledge of UK HSE legislation (HSWA, LOLER, PUWER, COSHH) and international HSE standards,
