About the role
This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Manager, Product Delivery based in the United States.
The Manager, Product Delivery will lead the execution of the product roadmap, ensuring the consistent delivery of high-quality software solutions within a regulated healthcare environment. This role combines people leadership, agile delivery management, and operational oversight to drive predictable results across multiple product teams. You will manage and develop a team of Product Owners while establishing standards for backlog management, sprint readiness, and delivery processes. Working closely with Product Management, Engineering, Quality Assurance, Security, and Compliance teams, you will ensure that product requirements meet business priorities and regulatory expectations. A key focus will be embedding privacy, security, and documentation requirements into everyday delivery practices. You will also improve delivery performance, communicate progress and risks to senior stakeholders, and strengthen collaboration across the organization.
Accountabilities
-
Manage, coach, and develop a team of 4–10 Product Owners, overseeing recruitment, onboarding, performance management, and career development.
-
Establish consistent standards for backlog quality, acceptance criteria, refinement, and sprint readiness, including the documentation and traceability requirements of regulated software delivery.
-
Allocate Product Owners and balance team capacity across Scrum teams as priorities and business needs evolve.
-
Ensure Product Owners receive appropriate training and remain up to date on HIPAA requirements, Protected Health Information (PHI) handling, and internal security and privacy policies.
-
Ensure Scrum teams maintain prioritized, refined, and delivery-ready backlogs aligned with current roadmap commitments.
-
Drive predictable sprint and release execution by managing commitments, scope decisions, sequencing, and delivery expectations.
-
Oversee the transition of requirements from Product Management, ensuring they are clearly understood, decomposed, estimable, and assessed for regulatory and privacy implications before entering development.
-
Identify, escalate, and resolve cross-team dependencies, delivery blockers, and resource conflicts.
-
Partner with Engineering, Quality Assurance, Security, and Scrum Masters to coordinate release readiness, validation activities, and go/no-go decisions.
-
Ensure requirements and user stories include clear acceptance criteria, documented rationale for changes, and traceability from initial requirements through testing evidence.
-
Integrate privacy-by-design and least-privilege access principles into backlog definition, particularly for features involving PHI, Personally Identifiable Information (PII), and payer or prescriber data.
-
Ensure stories involving sensitive health information address data minimization, de-identification where feasible, encryption, retention policies, and audit logging.
-
Collaborate with Compliance, Privacy, Legal, and Security teams on feature-level risk assessments and ensure identified actions are formally tracked and incorporated into delivery backlogs.
-
Ensure change control and release documentation are completed as part of delivery requirements, including for emergency or expedited changes.
-
Define and continuously improve the product delivery operating model, including refinement schedules, definitions of ready and done, intake processes, and change control procedures.
-
Establish and monitor delivery performance metrics, including predictability, cycle time, throughput, escaped defects, commitment accuracy, audit findings, and compliance-related rework.
-
Maintain consistent delivery standards across teams while allowing flexibility where different approaches better support team effectiveness.
-
Serve as the primary point of accountability for communicating delivery progress, risks, and timelines to executives and business stakeholders.
-
Provide execution insights to Product Management to support roadmap planning, including feasibility, sequencing, team capacity, compliance effort, and delivery trade-offs.
-
8+ years of experience in product delivery, product ownership, or agile delivery leadership.
-
At least 3 years of experience managing and developing people.
-
Extensive hands-on experience as a Product Owner within a Scrum environment, with a demonstrated understanding of the role's responsibilities and best practices.
-
Proven experience delivering software products in regulated industries, such as healthcare, life sciences, financial services, or similar environments.
-
Working knowledge of HIPAA Privacy and Security Rules and obligations related to Protected Health Information (PHI).
-
Familiarity with SOC 2 and/or HITRUST frameworks.
-
Experience implementing requirements traceability, change control, and audit support within agile delivery environments.
-
Demonstrated success improving delivery predictability and performance across multiple teams.
-
Strong knowledge of scaled agile frameworks, such as SAFe, LeSS, or equivalent organizational approaches, with the flexibility to adapt methodologies to business needs.
-
Strong understanding of backlog management, sprint planning, acceptance criteria, release coordination, and cross-functional delivery practices.
-
Excellent written and verbal communication skills, including the ability to prepare clear executive-level reports and communicate complex delivery risks.
-
Strong leadership, coaching, prioritization, and stakeholder management capabilities.
-
Ability to establish clear expectations, support team development, and build trust with Product Management and other business stakeholders.
-
Measurable and sustained improvements in delivery predictability, supported by consistent performance reporting.
-
Backlog quality and traceability standards established and adopted across all product teams.
-
Compliance and privacy requirements consistently identified during backlog refinement rather than discovered during releases or audits.
-
Strong audit readiness, with no Product Owner-related findings concerning traceability or change documentation.
-
Product Owners working with clear expectations, defined responsibilities, and visible career development opportunities.
-
Strong alignment and trust between Product Management and delivery teams, with reliable execution against commitments and early communication of potential risks.
-
Annual salary range of $123,900–$154,875, depending on experience, education, certifications, skills, and local market conditions.
-
Comprehensive benefits package supporting employee health and financial well-being.
-
Paid time off (PTO) and paid holidays.
-
401(k) retirement plan contributions.
-
Incentive and employee recognition programs, subject to eligibility requirements.
