Direct partner support

- Provide technical guidance on programme design, implementation, monitoring and reporting, ensuring that cross-cutting issues are considered throughout the project cycle.
- Conduct regular field-based and/or remote programme monitoring to assess progress against agreed deliverables, outputs, outcomes and the relevant results framework; identify implementation gaps and recommend follow-up actions.
- Contribute to identifying potential new partners whose values and capacities align with NPA’s principles and whose work complements NPA’s Humanitarian, Democracy, Social Peace and Justice pillars.
- Support partners in the design and implementation of activities, as appropriate, including by reviewing terms of reference, workplans, technical documents and draft publications and providing constructive feedback to strengthen quality and alignment with programme objectives.
Programme cycle management
- Review and contribute to partners’ proposals and budgets to ensure alignment with the results framework, programme priorities and NPA budget guidelines; support revisions in response to donor feedback.
- Coordinate the review of partners’ budget and activity reallocation requests.
- Review partners’ mid-year and annual narrative and financial reports, assessing the quality and consistency of reported progress and expenditure against approved plans and budgets.
- Contribute to donor reporting, including drafting narrative inputs and consolidating results against the relevant results frameworks.
- Facilitate organisational development dialogue with partners using NPA’s Organisational Development Dialogue Assessment Tool (ODDAT).
- Ensure that programme implementation follows NPA’s Programme Handbook and relevant procedures throughout the project cycle.
- Identify partners’ capacity-development needs and priorities, and support the planning and delivery of relevant capacity-building initiatives, technical guidance and follow-up.
- Contribute to the development of new project proposals and concept notes, including programme design, needs analysis, theories of change, results frameworks and indicators.
Engagement with UN humanitarian coordination structures
- Actively participate in relevant cluster and coordination meetings, including Food Security and Livelihoods (FSL), Gender-Based Violence (GBV) and Cash Working Group (CWG) forums, and encourage partners to participate or represent them when they are unable to attend.
- Share NPA’s 4/5Ws information with relevant clusters regularly, contribute to information sharing and communicate NPA’s work to the wider humanitarian community.
- Contribute to tasks led by clusters, Areas of Responsibility (AoRs) and technical working groups, including the development of annual Humanitarian Response Plans and advocacy statements, as relevant.
Gender equality and PSEA responsibilities
- Engage actively in the national PSEA Network; support partners to participate in the network, endorse its standard operating procedures and strengthen awareness and capacity on PSEA.
- Review programmes and projects through a gender-equality lens, supporting NPA’s humanitarian and longer-term programming to be at least gender-responsive and, where feasible, gender-transformative.
- Lead the development of NPA’s Annual Gender Equality Implementation Plan.
- Facilitate gender gap analyses and assessments and support the integration of their findings into programme design and implementation.
- Contribute to NPA’s annual Rapid Gender Analysis (RGA).
- Support partners’ capacity development on gender-transformative programming and the application of internal gender-equality policies and practices.
- Provide technical guidance to partners on mainstreaming gender equality across programme areas.
- Support the integration of gender-equality objectives and indicators into project proposals, results frameworks, monitoring tools and donor reports.
- Support the identification and development of programme interventions that address gender inequalities, advance women’s rights and respond to sexual and gender-based violence.
Monitoring, Evaluation, Accountability and Learning (MEAL) responsibilities
- Support the development, implementation and review of programme MEAL plans and frameworks, ensuring alignment with NPA’s country results framework and donor requirements.
- Support partners to develop and apply appropriate MEAL tools and methodologies, including indicators, baselines and endline assessments, post-distribution monitoring (PDM), data-collection tools and reporting formats.
- Coordinate and contribute to needs assessments, baseline and endline assessments, PDM and other monitoring and evaluation processes.
- Analyse quantitative and qualitative data to assess programme performance, identify gaps and inform planning and decision-making.
- Monitor progress against agreed indicators and targets; document lessons learned and promote the use of evidence to improve programme quality and effectiveness.
- Contribute to the consolidation and analysis of programme data and results for internal reporting, donor reports and programme reviews.
